F. Harry Sampurno, Deputy of Mining, Strategic Industry and Media of the Ministry of State-Owned Enterprises of the Republic of Indonesia inaugurated Fuze Bomb Factory, Emulsifier Factory and Elemented Detonator Factory. Meanwhile, the Spherical Powder Facility and Infrastructure was inaugurated by the Secretary General of the Ministry of Defence of the Republic of Indonesia.

Energetic Material Center (EMC) is an explosives industrial area owned by a state-owned company PT DAHANA (Persero). Since 2012, this area, located on Jl. Raya Subang-Cikamurang Km 12, continues to grow, along with the increasing industrial facilities built within.

The business expansion carried out by DAHANA was supported by the construction of facilities and technological development in the explosives industry. This is in line with DAHANA’s Vision and Mission aspiring to become Indonesia’s explosives exemplary company and to be able to encourage the realization of national explosives industry independence.

At the beginning of 2019 the EMC DAHANA area added a new factory. DAHANA has now built several new explosives production facilities and were inaugurated on January 30, 2019. F. Harry Sampurno, Deputy of Mining, Strategic Industry and Media of the Ministry of State-Owned Enterprises (SOE) of the Republic of Indonesia inaugurated Fuze Bomb Factory, Emulsifier Factory and Elemented Detonator Factory. Meanwhile, Spherical Powder Facility and Infrastructure was inaugurated by the Secretary General of the Ministry of Defence of the Republic of Indonesia.

Budi Antono, President Director of PT DAHANA (Persero), revealed that the construction of a new production facility at DAHANA is one of DAHANA’s manifestations to encourage the independence of explosives in Indonesia.

“Today DAHANA inaugurates a new production facility to support the production of commercial and military explosives. Clearly, the facilities built in the EMC DAHANA area serve as a development in technology to support DAHANA’s explosives business line and to realize the independence of national explosives,” Budi Antono explained.

Attending the inauguration were Deputy Minister of Mining, Strategic Industry and Media of the Ministry of SOE of the Republic of Indonesia F. Harry Sampurno, Secretary General of the Ministry of Defence and President Commissioner of PT DAHANA (Persero) Hadiyan Sumintaatmadja, and other officials from relevant Ministries, Officials of NDHI Cluster SOEs, elements of the Regional Government, West Java Provincial Secretary Iwa Karniwa, Deputy Regent of Subang Agus Masykur Rosyadi, and DAHANA Partners.

Development of Defence Industry: Fuze Bomb Factory and Spherical Powder Factory

The new factory currently being built by DAHANA is the Fuze Bomb Factory, a bomb production facility to complement the defence industry. Previously, in March 2018, DAHANA had built and inaugurated the TNT Filling Factory, a P100 Live bomb facility for the Sukhoi fighter aircraft owned by the Indonesian Air Force. One of the components of the P100 Live bomb was Fuze Bomb, which serves to ignite the bomb.

“Previously, the Fuze bomb used to product P 100 Live bomb was imported. But starting this year, we have been able to product on our own,” Budi Antono said.

The Fuze Bomb factory was built adjacent to the TNT Filling factory. In the construction of this Fuze Bomb Factory, DAHANA collaborated with a Bulgarian company, Armaco JSC. “To have the Fuze Bomb industry we are cooperating with Bulgarian Armaco with a Transfer of Technology (TOT) system, and later this factory will be able to produce 200 to 300 Pcs of fuze per day,” he explained.

Then, there were also other military industrial support facilities constructed and inaugurated, namely Spherical Powder Facility and Infrastructure. Spherical Powder is a type of double base propellant consisting of Nitro-glycerine and Nitrocellulose used as bullet boosters or small calibre munitions.

Spherical powder is part of the big plan of the Propellan Industry proclaimed by the government in 7 national projects for defence equipment independence. The inaugurated facilities and infrastructure of the Spherical Powder Factory include a service building and laboratory, a water treatment plant, and a power plant.

This factory was built to complement Nitro-glycerine factory previously inaugurated by Ministry of Defence of the Republic of Indonesia Ryamizard Ryacudu.

New Commercial Explosives Factory for DAHANA’s Business Development

The inauguration of the new factory facilities at DAHANA is not only in the defence industry, but also production facilities to develop its commercial business line, including the Emulsifier Factory which manages raw materials for explosives.
Emulsifiers are raw emulsifying materials to unite two phases of liquid, oil and water, where the raw material is quite critical in making water-based emulsion explosives. DAHANA’s products resulted from the process are Dayagel, an explosive used in the general mining, quarries and construction sectors as well as the Oil and Gas sector.

To fulfill Dayagel’s production needs, the Emulsifier was previously imported. However, this time DAHANA has its own factory that produces these raw materials. Construction of the DAHANA Emulsifier Factory was in collaboration with Lubrizol from the United States. Later, this factory will be capable of producing Emulsifiers amounted to 50 Ton/Shift/day.

In addition to inaugurating a new facility in the EMC area, DAHANA also launched a new plant called the Elemented Detonator Plant. The declaration of the plant was marked by a groundbreaking event carried out by F. Harry Sampurno, Hadiyan Sumintaatmadja, Iwa Karniwa, and Agus Masykur Rosyadi.

Elemented Detonator itself is a raw material for Non-Electric Detonator products. Detonator consists of Blasting Cap and Delay element. The latter is the key in making detonators for both Electric Detonators and Non-Electric Detonators. The plant will be the first Elemented Detonator Plant in Indonesia.

“Previously, Dahana fulfilled the needs of Elemented Detonators by importing them. The opportunity to limit imports was maximized as well as possible by Dahana as a domestic Non-Electric Detonator producer by building the first Elemented Detonator Plant in Indonesia. The full development until the plant is in operation is planned to be completed within three years,” said Budi Antono.

In the construction of this factory, PT DAHANA (Persero) engaged in a partnership with a South Korean company, Hanwha Corporation. This collaboration was preceded by the signing of the Elemented Detonator Equipment Procurement Agreement. The agreement was signed by President Director of PT Dahana (Persero) Budi Antono and Head of International Business Hanwha Woon Seon Lee in South Korea on October 19, 2018.

Hanwha was selected as a technology provider for the manufacture of Elemented Detonator Plants with an investment value of USD13.62 million. Additionally, Hanwha will also act as a raw material supplier for the Elemented Detonator Plant, providing Dahana a guarantee of continuous supply to the factory with raw materials having met high quality standard and factory specifications. The production capability of this factory is planned to produce 8 million Pcs of Elemented Detonators per year.

“With the inauguration of new facilities and the declaration of other factories, we hope that this will be able to increase DAHANA’s business line in fulfilling consumer needs, as well as being able to increase TKDN composition and support the vision of the explosives industry’s independence,” Budi Antono concluded.

In addition to the inauguration, the venue also hosted an event of donation handover to the education sector, such as the Green House in the school environment, assistance for libraries, school equipment, school facilities, for the disabled, and electrification.
