Defense Industry Cluster SOE’s held a Focus Group Discussion (FGD) with some related stakeholders. This FGD is part of a series of Defense Industry SOEs FGDs  under the name of Indonesia Defense Club (IDC). IDC Chapter 1 used the theme of the capability and capacity of the Defense Industry SOEs in support to the the fulfillment of the procurement of the National Defense and Security Equipment Tool (Alpalhanham). This event was done online and offline at the Grha Pindad Building Bandung, Wednesday, March 24, 2021.

 

The Focus Group Discussion of  the Defense Industry Cluster SOEs invited a number of stakeholders such as the Ministry of Defense, the Ministry of SOEs, the Ministry of Research & Technology, the Ministry of National Development Planning/Bappenas, the Ministry of Industry, the Ministry of Finance, Indonesian Army Headquarters, and the National Police Headquarters in order to get support from related policy makers to realize Alpalhankam independence.

 

In his virtual remarks, the Deputy Minister of Defense of the Republic of Indonesia, Lt. Gen. Muhammad Herindra, conveyed his warm welcome to the FGD activities.

 

“We welcome this FGD in hoping that it can make an inventory of the aspirations of defense industry stakeholders with high expectation that this defense industry SOEs can complete its target of becoming the world’s top 50 companies in the defense sector by 2024,” said Herindra.

 

Mr Herindra further said that the Government of Indonesia has prepared a legal basis covering the defense industry, in balance with the defense industry, development of the defense industry, procurement of defense and security equipment within the Ministry of Defense and the Indonesian Army TNI as well as the Job Creation Law.

 

“Everybody in the defense industry stakeholders and defense industry SOE’s must work in synergy together in hoping that that they will become the locomotive for the independence of the defense industry,” he said.

 

The same thing was conveyed by Deputy Minister of State-owned Enterprises Pahala Mansury.  His ministry is targeting Defense Industry Holding to be the Top 50 Global Defense Company in 2024.

 

“This target will be achieved by means of increase of capabilities and revenue and income through a planned business, technology and financial strategy with the 5 priorities of the Ministry of SOEs,” said Pahala Mansury.

 

Meanwhile, Chairman of the Defense Industry SOE’s Organizing Committee who is also the President Director of PT Len Industri (Persero), Bobby Rasyidin, said that the involvement of stakeholders is a form of alignment between the needs of Alpalhankam and the ability of the defense industry to meet the Minimum Essential Force (MEF) by 2024 as mandated by the plan of National Medium-Term Development (RPJMN) 2020-2024.

 

“This FGD also discusses research, innovation and technology development, which are important pillars in maintaining national security. Research and innovation are not limited to the development of Alpalhankam, but also include war strategies and collection of information, ”explained Bobby Rasyidin.

 

In order to help develop the National Defense Industry, this FGD also facilitated discussions on the needs of developing a supply chain ecosystem for components and raw materials produced by the manufacturing industry. It is believed that thus development will directly impact the assessment of the Domestic Component Level (TKDN).

 

The Defense Industry FGD was divided into three panel sessions, each of which discussed Defense and Security Policy and Planning, Technology and Research & Innovation, as well as Defense Industry Commitment and Domestic Component Level Improvement.

 

The FGD also aimed to accommodate aspirations and identify challenges faced by stakeholders in fulfilling the National Defense and Security Program in a sustainable manner, by involving the defense industry which provides solutions and added value.

 

As previously know, the Defense Industry Cluster of SOE’s is in the process of becoming a holding institution under the DEFEND ID (Defense Industry Indonesia) brand. PT Len Industri (Persero) has been appointed as the leader of the holding which consists of PT Pindad (Persero), PT Dahana (Persero), PT Dirgantara Indonesia (Persero) and PT Pal Indonesia (Persero). Under the vision of becoming an advanced, strong, independent, competitive  national defense industry that is advanced, strong, independent, leading in the Asian region, the Defense SOEs Holding is targeted to be completed by the end of 2021.
